Designates the Hotel Street walkway between Richards Street and Punchbowl Street behind the state capitol building as "Memorial Mall" for placement of war memorials.

Requires relocation of the Spirit of Liliuokalani statue from the capitol grounds to the current Eternal Flame memorial location on Beretania Street, positioning the Queen to face the capitol building and Iolani Palace.

Requires relocation of the Eternal Flame memorial from Beretania Street to the current location of the Liliuokalani statue on the capitol grounds.

Creates a hoʻonoho pono working group with 18 members from state government, veterans' services, Hawaiian cultural organizations, and civic clubs to oversee the relocations and design a bronze frieze depicting all eight Hawaiian kingdom rulers with bronze kahili (feathered symbols of rank) for placement behind the Eternal Flame's new location.

Working group must submit a report with design specifications and funding recommendations to the legislature by twenty days before the 2016 regular session; group dissolves June 30, 2016.
