Changes the deadline for a U.S. Senate vacancy to trigger a special election from the sixtieth day before the primary to the twenty-first day before the filing deadline for regularly scheduled elections.

Requires candidates for the unexpired Senate term to file nomination papers by the date and time specified in section 12-6 for regularly scheduled elections, rather than separate primary procedures.

Candidates must be nominated and elected in accordance with Hawaii election law procedures for regularly scheduled elections.

Governor continues to appoint a temporary replacement from a list of three candidates submitted by the prior incumbent's political party, serving until the election and qualification of the elected successor.

Effective upon approval.
