Amends Hawaii Revised Statutes Section 15-5(b) to expand electronic transmission options for absentee ballots beyond facsimile to include email delivery and online absentee ballot delivery and return systems.

Allows county clerks to transmit absentee ballots electronically if mailed ballots are not received by voters within five days of an election, upon request and confirmation of proper application.

Requires county clerks to determine prior to each election which forms of electronic transmission will be authorized, with the option to allow different transmission methods for initial ballot delivery versus voter return.

Permits voters to return voted ballots via electronic transmission or mail, provided they are received by the issuing clerk no later than the close of polls on election day.

Takes effect upon approval.
