Appropriates funds for fiscal biennium 2015-2017 to cover collective bargaining cost items negotiated with the exclusive bargaining representative of collective bargaining unit (9).

Allocates salary increases and cost adjustments for state officers and employees in the executive branch, judiciary, and Hawaii health systems corporation who are excluded from collective bargaining but belong to the same compensation plans as unit (9) members.

Funds distributed across general funds, special funds, federal funds, and other funds as applicable to departmental administration, judiciary administration, and Hawaii health systems corporation.

Appropriates specific amounts for Hawaii employer-union health benefits trust fund costs for both bargaining unit (9) employees and excluded employees in the executive branch.

Funds not expended or encumbered by June 30, 2016 and June 30, 2017 lapse as of those dates; takes effect January 7, 2059.
