Appropriates funds for fiscal biennium 2015-2017 to fund all collective bargaining cost items negotiated with the exclusive bargaining representative of collective bargaining unit (4) across executive branch departments, judiciary, and Hawaii health systems corporation.

Provides salary increases and cost adjustments authorized under chapter 89C, Hawaii Revised Statutes, for state officers and employees excluded from collective bargaining who belong to the same compensation plans as unit (4) employees.

Appropriates funds for Hawaii employer-union health benefits trust fund costs for both bargaining unit (4) members and excluded employees in the executive branch and judiciary.

Directs the director of finance to allot appropriated funds to respective state departments and the Hawaii health systems corporation for expenditure during each fiscal year.

Contains a lapse provision requiring any unspent or unencumbered funds to lapse on June 30, 2016, and June 30, 2017, with an effective date of January 7, 2059.
