Requires males aged 18-26 to comply with the federal Military Selective Service Act to be eligible for enrollment in state-supported post-secondary institutions and state financial assistance for education.

Prohibits males aged 18-26 who are not in compliance with the Military Selective Service Act from being eligible for employment or service with the State or any county government, including all state and county offices, boards, commissions, departments, and agencies.

Directs the University of Hawaii to ensure applicants and enrollees comply with the Military Selective Service Act, and requires the State and respective counties to ensure employees comply with the Act.

Provides exceptions for persons who are 18 or under, over 26, on active military duty, non-citizens, permanent residents of the Trust Territory of the Pacific Islands or Northern Mariana Islands, or otherwise excused from registration under federal law.

Takes effect upon approval.
