Clarifies that property or natural resources used or taken in violation of Kahoolawe Island Reserve laws or rules may be seized and subject to forfeiture under Hawaii Revised Statutes sections 199-7 and 712A, and the limitations on excessive forfeitures in section 712A-5.5

Applies forfeiture authority to violations occurring within the fast lands of the reserve or by persons or vessels located within one nautical mile seaward of Kahoolawe Island's shoreline

Amends section 6K-8 to establish that violators remain subject to petty misdemeanor penalties of up to $1,000 fine or 30 days imprisonment, with each day of violation constituting a separate offense

Requires the Department and Kahoolawe Island Reserve Commission to adopt administrative rules pursuant to chapter 91 to implement forfeiture procedures
