Transfers the Office of Information Practices (OIP) from the Office of the Lieutenant Governor to the Department of Accounting and General Services (DAGS) for administrative purposes.

Establishes OIP as an administratively attached agency within DAGS while protecting its quasi-judicial independence from comptroller approval, review, or control.

Authorizes OIP to employ attorneys directly without attorney general approval, and exempts OIP personnel from civil service requirements under chapter 76.

Transfers all OIP employees, appropriations, records, equipment, and contracts to DAGS while preserving employee benefits, seniority, and existing rules and agreements.

Grants OIP the authority to make direct communications with the governor and legislature while remaining administratively attached to DAGS.
