Authorizes the department of the attorney general to develop and implement a state program allowing active and retired law enforcement officers to carry concealed firearms in Hawaii pursuant to the federal Law Enforcement Officers Safety Act of 2004 (LEOSA), as amended.

Adds a new part to Chapter 134, Hawaii Revised Statutes, establishing a statutory framework for qualified law enforcement officers and qualified retired law enforcement officers to carry concealed firearms in compliance with federal law and state regulations.

Requires the attorney general to adopt administrative rules under Chapter 91 to implement the concealed carry program for law enforcement officers.

Amends Section 134-9 to exempt qualified active and retired law enforcement officers from existing state concealed carry licensing requirements when they comply with the new federal LEOSA program.

When off-duty or not on official government business, qualified active law enforcement officers carrying concealed firearms are subject to all state laws as ordinary persons with no law enforcement powers; qualified retired officers have no law enforcement authority under this Act.
