Extends public notice requirements to emergency meetings, requiring electronic posting of emergency agendas and findings without the standard six-day advance notice requirement.

Requires boards to post approved meeting minutes on their website or an appropriate state or county website, and mandates boards file board packets in their office for public inspection and distribute copies to persons requesting notification.
