Establishes a new medicaid eligibility group for working disabled adults ages 19-64 who meet Social Security Administration disability requirements and are not eligible for other medicaid programs.

Requires the eligibility group to disregard earned income of at least $1,000 per month and maintain asset limits no lower than the medicaid aged, blind, and disabled group standards.

Directs the department of human services to implement the working disabled adults eligibility group no later than July 1, 2015.

Appropriates unspecified general revenues for fiscal years 2015-2016 and 2016-2017 to support the program and expand medicaid access for workers with disabilities.

Authorizes the department to adopt rules under chapter 91 necessary to implement this eligibility group.
