Creates new section 342H requiring all contracts between private entities involving liquid or solid waste disposal in permitted facilities to include a payment provision contingent on receipt of proof that waste was properly received and disposed of at a permitted facility.

Amends section 103-10 to require state and county agency contracts for waste disposal to include receipts from permitted waste facilities before payment is made to contractors, effective July 1, 2015.

Applies to all liquid and solid waste requiring disposal in permitted waste facilities, including construction waste.

State and county agencies shall not make full or partial payments to contractors until the contractor provides the waste facility receipt to the agency.

Takes effect July 1, 2015.
