Requires environmental assessments and environmental impact statements for major infrastructure or construction projects in special management areas to include analysis of projected sea level rise impacts over the project's lifespan, effective July 1, 2016.

Defines "major" projects as those with a projected completion cost exceeding $3,000,000.

Mandates that any sea level rise analysis use detailed, scientifically-based methodology based on the best available information.

Directs the Office of Environmental Quality Control to work with the Hawaii coastal zone management program and relevant state agencies to provide guidance documents on coastal development environmental issues.

Takes effect upon approval and does not affect rights, duties, or proceedings that existed before the effective date.
