Amends coastal zone management program objectives and policies to address coastal hazards including sea level rise, hurricanes, erosion, and storm waves.

Removes demolition from the definition of "development" in special management areas and requires future development on subdivided lots to account for long-term sea level rise impacts over 50 years.

Prohibits approval of development in areas subject to coastal hazards unless adequate mitigation, including adaptive or resilient design, is required.

Requires counties with available shoreline erosion rate data to establish shoreline setbacks by January 1, 2018, using department-prescribed methods, potentially extending setbacks to at least 60 feet inland from the shoreline instead of the current 20-40 feet.

Updates special management area permit definitions and variance conditions to address coastal hazards and environmental impacts to marine resources and coastal ecosystems.
