Identifies staffing and operational challenges facing DOCARE, including inability to fill vacant officer positions due to lack of funding for training, supplies, furniture, utilities, and technology.

Cites insufficient funding for officer safety equipment and enforcement tools, including uniforms, body armor, weapons, radios, vehicles, and fuel.

Directs the Department of Land and Natural Resources to expend appropriated funds for the specified purposes.
