Amends Hawaii Revised Statutes Section 11-336(a) to add a new filing requirement for noncandidate committees in general election years.

Requires noncandidate committees to file a preliminary report on October 1 of each year in which a general election occurs, in addition to existing filing deadlines.

Maintains existing preliminary report filing requirements of ten calendar days prior to primary, special, and nonpartisan elections, and ten calendar days prior to general elections.

Each preliminary report must be current through the fifth calendar day prior to filing.

Effective date is July 1, 2015.
