Establishes a statewide stroke coalition convened by the Department of Health director to evaluate and improve stroke care throughout Hawaii and reduce stroke-related death and disability.

Requires the stroke coalition to identify issues related to stroke identification, triage, treatment, and transport; facilitate data sharing among healthcare providers; and develop strategies to improve stroke early identification and hospital capabilities.

Creates a statewide stroke database utilizing nationally recognized data platforms to compile information on stroke care aligned with consensus metrics from organizations like the American Heart Association and American Stroke Association.

Mandates that hospitals and emergency medical services agencies report stroke data consistent with national guidelines, with the Department of Health establishing oversight processes for data integrity, quality, security, and timely collection.

Authorizes the Department of Health to provide de-identified and aggregated stroke data reports to the coalition, government agencies, hospitals, researchers, and other interested parties to support stroke care improvements.
