Requires the Department of Agriculture and Agribusiness Development Corporation to lease agricultural lands in five different size ranges: 1-10 acres, 10-25 acres, 25-50 acres, 50-200 acres, and 200+ acres.

Mandates adoption of protocols and lease conditions supporting specialty farm products, including designated organic production areas with protection from pesticide drift from adjacent tenants.

Requires both agencies to ensure diversified leasing opportunities are available on each island with available lands and to consider land diversity when approving lease transfers between lessees.

Requires the Department of Agriculture to submit annual reports to the legislature (20 days before each regular session) and post on its website detailing: lot numbers by size and island, specialty product protocols, vacant parcels, and lease transfer descriptions.

Requires the Agribusiness Development Corporation to include the same reporting information in its annual report and post on its website.
