Establishes the Hawaii One Plan, a computer-based soil and water conservation plan application system to streamline conservation planning for Hawaii farmers and reduce processing time from 2-4 years to approximately 15 hours of staff time.

Creates the Hawaii One Plan Steering Committee within the Department of Agriculture, chaired by the executive director of the Hawaii Association of Conservation Districts, with members from state agencies, conservation organizations, and farming groups.

Designates all user-provided information in the Hawaii One Plan as confidential trade secrets and proprietary information exempt from disclosure under Hawaii Revised Statutes chapter 92F.

Requires the steering committee to submit progress and funding status reports to the legislature by 20 days prior to the 2016 and 2017 regular sessions.

Appropriates $1 from general revenues for fiscal year 2015-2016 to implement and operate the Hawaii One Plan, with effectiveness delayed until July 1, 2050.
