Adds unauthorized entry into motor vehicle in the first degree (section 708-836.5) to the list of class C felonies that trigger mandatory minimum sentencing for repeat offenders.

Requires mandatory minimum imprisonment periods for persons convicted of this offense who have one or more prior felony convictions, ranging from 1 year 8 months (one prior conviction) to 5 years (three or more prior convictions).

Changes references from "permit" to "license" in section 134-17 relating to firearms licensing requirements.

Takes effect upon approval and does not affect rights, duties, or proceedings that existed before the law's effective date.
