HI SB514

Establishes theft of any computer containing or providing access to personal information as a class C felony under Hawaii Revised Statutes section 708-831.

Defines "computer" and "personal information" by reference to existing statutory definitions in sections 708-890 and 487D-1 respectively.

Addresses the legislature's finding that property crimes constitute 93% of reported crimes in Hawaii but have only a 14% closure rate, with theft of electronic devices creating additional risks of identity theft and fraud.

Amends subsection (1) of section 708-831 to add paragraph (f) as a new triggering condition for second-degree theft charges.

Effective date: July 1, 2112.
