Requires the governor, legislature, and judiciary to ensure fair access to information, services, and proceedings for residents on neighbor islands and rural Oahu through technology and other means.

Authorizes the governor to appoint a statewide fair access commission composed of representatives from all islands to review and recommend improvements for executive branch access on neighbor islands and rural Oahu.

Expands the joint legislative access committee's duties to include reviewing and evaluating legislative access for neighbor island and rural Oahu residents and making recommendations to the senate president and house speaker.

Designates provision of information, services, and access to government proceedings with a program ensuring fair access for neighbor island and rural Oahu residents as a statewide function of concern.

Appropriates unspecified general revenue funds for fiscal years 2015-2016 and 2016-2017 to establish and operate the statewide fair access commission, with expenditures managed by the office of the governor.
