Amends Hawaii Revised Statutes Section 127A-12 to allow authorized news media representatives to access areas closed by the governor or mayor during emergencies, under supervision of emergency management personnel.

Extends news media access to representatives of news services, newspapers, radio stations, television stations, and online news distribution networks.

Shields the State and counties from liability for injuries or property damage sustained by news media entering closed emergency areas.

Requires news media be given reasonable access and assistance; establishes pool system (pool writer, photographer, videographer) when full access cannot be reasonably granted.

Takes effect July 1, 2050.
