Requires all persons under 18 years of age to wear a properly fitted and fastened safety helmet while operating or riding as a passenger on motorcycles, motor scooters, all-terrain vehicles, utility-terrain vehicles, and motorized dirt bikes.

Defines "motorized dirt bike" as a motorcycle designed for use on rough surfaces and terrain such as dirt and trails, and includes it within the definition of motorcycle.

Amends Section 286-12 to add new subsection (b) prohibiting anyone under 18 from operating or riding on all-terrain vehicles, utility-terrain vehicles, or motorized dirt bikes without wearing a safety helmet with a securely fastened chin strap.

Amends Section 286-81 to require motorcycle and motor scooter rental companies to furnish a properly fitted and fastened safety helmet when leasing or renting to persons under 18 years of age.

Establishes a $250 fine for violations of helmet requirements for off-road vehicles and increases penalties for other helmet violations to not more than $200; effective upon approval.
