Redirects all fines and fees collected by the campaign spending commission (from violations under sections 11-340, 11-391, and 11-410) into the Hawaii election campaign fund instead of the general fund.

Adds fines collected under section 11-340 (filing violations), section 11-391 (advertisement disclosure violations), and section 11-410 (administrative violations) as revenue sources for the Hawaii election campaign fund.

Appropriates funds from general revenues for the campaign spending commission's fiscal years 2015-2016 and 2016-2017 operating and investigation expenses (specific amount left blank in bill).
