S.B. 584 Summary

• Authorizes the director of finance to issue general obligation bonds totaling $4,150,000 for fiscal year 2015-2016 and $3,800,000 for fiscal year 2016-2017 for irrigation system capital improvements.

• Funds five major capital improvement projects: Molokai Irrigation System ($1,200,000-$2,800,000), Lower Hamakua Ditch Watershed on Hawaii ($500,000), Upcountry Maui Watershed ($2,000,000), Kahuku Agricultural Park on Oahu ($750,000), and Waimanalo Irrigation System on Oahu ($700,000).

• Appropriates $12,935,000 in general obligation bonds for fiscal year 2015-2016 for irrigation and maintenance improvements including Pee ditch on Kauai, East Kauai water user's cooperative, Galbraith lands irrigation on Oahu ($8,000,000), exploratory well on Molokai ($1,500,000), Moloaa well on Kauai ($3,050,000), and Waimea irrigation systems on Hawaii ($300,000).

• Specifies that appropriations shall not lapse at the end of the fiscal biennium, but all unencumbered moneys shall lapse as of June 30, 2018.

• Designates the Department of Agriculture to expend all appropriated funds and makes the Act effective July 1, 2015.
