Reorients the agribusiness development corporation's primary mission from general economic development to supporting and increasing local food production in Hawaii, effective January 1, 2016.

Requires the Department of Agriculture and agribusiness development corporation to submit detailed annual reports to the legislature and post them online documenting leased lands by size, island, specialty farm protocols, vacant parcels, and lease transfers.

Mandates that both agencies diversify their leased lands across five size ranges (1-10 acres, 10-25 acres, 25-50 acres, 50-200 acres, and 200+ acres) and adopt protocols supporting specialty farm products including organic production with pesticide drift protection.

Requires that at least 50 percent of all lands managed by the Department of Agriculture and agribusiness development corporation be leased annually to operations whose primary business is local food production, beginning January 1, 2016.

Establishes that both agencies must consider land diversity when approving lease transfers between tenants and ensure diversified leasing opportunities are available on each island.
