Establishes a civil violation (instead of criminal offense) for adults 18+ possessing one ounce or less of marijuana, subject to a fine not exceeding $100.

Creates a district court adjudicatory process for civil marijuana violations, including notice procedures, answer options, hearings, and appeals with preponderance of evidence standard.

Exempts possession of one ounce or less of marijuana from substance abuse treatment requirements for parolees and probationers, and excludes it from "detrimental drug" and drug promotion offense definitions.

Allows medical marijuana patients and primary caregivers to assert medical use as affirmative defense to civil marijuana prosecutions, subject to compliance with medical marijuana program requirements.

Removes requirement for school officials to report students possessing one ounce or less of marijuana to authorities; civil violations do not count as prior offenses for conditional discharge eligibility.
