Establishes a four-year irrigation water conservation best management practices pilot program under the Department of Accounting and General Services at ten capital district buildings.

Requires implementation of at least four projects covering a minimum of 25,000 square feet of landscape irrigation using practices established by the Landscape Industry Council of Hawaii.

Defines best management practices for maintenance including seasonal irrigation adjustments, lawn aeration, mulching, drought-tolerant plants, and night watering schedules.

Defines best management practices for new installations or major renovations including climate-based controllers, flow sensors, drip irrigation, low-impact development stormwater methods, and use of qualified irrigation designers.

Requires the Department of Accounting and General Services to report results to the legislature by twenty days prior to the convening of the 2020 regular session, including information on training, installations, and water savings measured in gallons.
