Allows persons with valid Hawaii driver licenses to operate autonomous motor vehicles on public highways, roadways, and streets.

Defines "autonomous motor vehicle" as any motor vehicle equipped with autonomous technology capable of driving without active human control or monitoring, excluding standard safety and driver assistance systems.

Requires autonomous vehicles to meet federal standards, have current inspection certificates, include easily accessible controls to engage/disengage autonomous technology, provide visual indication when in autonomous mode, and alert operators of technology failures.

Permits testing of autonomous technology on public roads by manufacturer employees and contractors with a human operator present in the vehicle, unless testing occurs on a closed course.

Requires entities conducting autonomous vehicle testing to submit proof of $5,000,000 in insurance, surety bond, or self-insurance to the transportation director prior to testing.
