Adds petty misdemeanor violations to the list of covered offenses for asset forfeiture under Hawaii law.

Removes the previous restriction that limited real property forfeiture to felony offenses only.

Eliminates the exclusion that prevented forfeiture for misdemeanor and petty misdemeanor charges, allowing forfeiture for petty misdemeanor violations of laws or rules.

Maintains existing protections for innocent owners, common carriers, and bona fide security interest holders.

Takes effect upon approval with no retroactive application to proceedings begun before enactment.
