Proposes amendment to Hawaii Constitution Article X, Section 6 to remove the board of regents' exclusive jurisdiction over the University of Hawaii's internal structure, management, and operation.

Retains the board of regents' power to formulate policy and exercise control over the university through the university president, but adds language "as provided by law" to make these powers subject to legislation.

Removes language stating "The legislature shall have exclusive jurisdiction to identify laws of statewide concern," while maintaining the legislature's power to enact laws of statewide concern.

Ballot question to be presented to voters: "Shall the board of regents of the University of Hawaii be divested of exclusive jurisdiction over the internal structure, management, and operation of the University of Hawaii?"

Amendment takes effect upon compliance with Article XVII, Section 3 of the Hawaii Constitution.
