Reduces the threshold for anonymous campaign contributions from less than $500 to less than $100 that aggregate from ten or more persons at the same political function.

Contributions below the $100 threshold remain exempt from individual identification requirements but must still be disclosed in campaign finance reports filed pursuant to Hawaii Revised Statutes sections 11-333 and 11-335.

Does not affect rights, duties, penalties, or proceedings that occurred before the effective date of the Act.

Takes effect on January 1, 2016.
