Creates rebuttable presumption that cancer, blood-borne infectious diseases, or methicillin-resistant staphylococcus aureus (MRSA) skin infections in firefighters arise from employment, absent substantial evidence to the contrary.

Provides affected firefighters with workers' compensation benefits including 100% average weekly wages, disability indemnity, and death benefits.

Requires employers to pay for medical specialist consultations if firefighter cannot obtain an appointment within one month of physician referral, even if specialist does not accept workers' compensation insurance.

Defines "firefighters" according to section 88-21 of Hawaii Revised Statutes.

Effective date: July 1, 2030.
