Creates limited purpose driver's licenses, limited purpose provisional driver's licenses, and limited purpose instruction permits for applicants who meet all qualifications except proof of authorized presence in the United States.

Permits applicants to establish identity and Hawaii residency through alternative documentation including consular identification, passports, utility bills, school records, government forms (I-589, I-20, DS-2019, DACA approval letters), and various other documents.

Requires limited purpose licenses to be clearly marked as "Not acceptable for official federal purposes" with distinctive design or color to distinguish them from compliant REAL ID Act licenses, and prohibits their use for employment verification, voter registration, or public benefits eligibility.

Exempts applicants from providing social security numbers or allowing disclosure of their identity information, and prohibits discrimination or criminal investigation based on holding a limited purpose license.

Effective date: January 7, 2059.
