• Exempts contracts for extraction and capture of methane from municipal waste streams from Hawaii's procurement code requirements, allowing counties to directly contract with gas utilities for biogas conversion projects.

• Enables counties to monetize renewable methane resources from landfills and wastewater treatment plants by selling purified biogas to gas utilities, with utility agreements subject to Public Utilities Commission review.
