Requires places of public accommodation with at least 100 parking spaces to reserve one electric vehicle parking space per 100 spaces, equipped with charging systems, by July 1, 2012

Designates appropriate county authorities having jurisdiction over planning and permitting as responsible for enforcing electric vehicle parking space requirements

Limits electric vehicle parking fee exemption for metered stalls to two and one-half hours or the maximum time the meter allows, whichever is longer

Limits electric vehicle parking fee exemption for non-metered stalls to the initial twenty-four hours under any daily, weekly, monthly, or annual parking permit or similar agreement

Takes effect July 1, 2050, and repeals June 30, 2020
