Establishes possession of one ounce or less of marijuana or marijuana concentrate as a civil violation subject to a fine not exceeding $100, rather than a criminal offense.

Deposits civil fines and penalties from marijuana possession violations into the state general fund.

Amends school crime reporting requirements to exclude possession of one ounce or less of marijuana from mandatory reporting to authorities.

Modifies criminal statutes to increase thresholds for drug promotion offenses to apply only to amounts exceeding one ounce of marijuana or marijuana concentrate.

Allows medical marijuana patients and caregivers to assert medical use as an affirmative defense to civil prosecutions involving marijuana under the new civil violation statute.
