Prohibits state agencies from using state funds to purchase single-serving bottled water, with limited exceptions.

Allows bottled water purchases only for public health emergencies, hazard evaluation and emergency response operations, situations with contaminated water risks, and large public events where no reasonable alternatives exist.

Defines "state agency" as any department, division, agency, office, board, commission, bureau, or council of the State.

Defines "state funds" as money from the state treasury, special or trust funds, and appropriated money transferred to state agencies for purchasing goods or services.

Takes effect upon approval.
