• Requires both parents to pay child support if a child no longer resides full-time with the custodial parent and financial support is court-ordered, with obligations determined using section 576D-7 guidelines.

• Allows petitions for child support beyond the age of majority only in hardship cases shown by clear and convincing evidence, and permits support until age 21 for incompetent adult children.

• Mandates automatic suspension of child support when an adult child turns 19 unless the custodial parent or adult child provides proof of full-time enrollment in post-secondary education by the child's 19th birthday.

• Requires child support payments for adult children pursuing education be paid directly to the adult child and terminates support if the child is not enrolled full-time or fails to provide proof of enrollment within 14 days of the payor's written request.

• Grants payors of child support access to the adult child's current enrollment records at post-secondary educational institutions while support payments continue.
