Repeals Hawaii Revised Statutes Section 486J-10, which has required gasoline sold in Hawaii for motor vehicles to contain 10 percent ethanol by volume since 2006.

Eliminates the requirement that fuel distributors blend ethanol into gasoline and removes reporting requirements for ethanol availability and fuel sales.

Removes penalties of $2 per gallon (up to $10,000 per infraction) for distributors selling non-conforming fuel.

Takes effect on December 31, 2015.

Addresses concern that Hawaii's ethanol requirement provides no economic benefit to the state since no ethanol plants currently exist in Hawaii and ethanol must be imported.
