Permits county council members to jointly attend and speak at community, education, or informational meetings open to the public, including legislative hearings, conventions, seminars, conferences, forums, debates, and community association meetings.

Requires that public invitations to the meeting or presentation be made through print or broadcast news media outlets or other communication methods that clearly demonstrate intent for the event to be open to the public.

Allows county council members to participate in discussions during these public meetings without restriction, provided no voting commitments are made or sought.

Addresses the state's sunshine law limitations that previously required council members to depart from or decline invitations to community meetings to ensure legal compliance.

Effective date: July 1, 2050.
