Requires contractors and subcontractors performing work under government contracts subject to section 103-55 to pay employees equal wages for work requiring equal skill, effort, and responsibility under similar working conditions.

Mandates contractors to submit wage reports to governmental contracting agencies showing summary of wages paid to employees by gender prior to contract completion on a schedule determined by the agency.

Prohibits contractors from retaliating against employees who inquire about, discuss, or disclose wages; assert rights under this section; or file complaints for violations.

Imposes liquidated damages for wage equity violations and suspends violating contractors from government contract work for three years, though active contracts must be completed.

Directs the comptroller to adopt rules for enforcement and administration of these requirements, effective July 1, 2050.
