Adds advanced practice registered nurses (APRNs) to provisions of Hawaii Revised Statutes section 334-59 relating to emergency hospitalization, including authority to examine patients, make treatment decisions, and direct hospitalization on an emergency basis.

Authorizes APRNs to provide certificates supporting involuntary commitment petitions under section 334-60.3, allowing them to examine patients and document signs and symptoms indicating need for care or treatment.

Permits APRNs to testify at commitment hearings and to be court-appointed to examine patients who refuse examination by other providers under section 334-60.5.

Recognizes APRNs as primary care providers qualified to diagnose mental illness, determine patient mental health status, and assess whether patients pose safety risks in the context of involuntary hospitalization.

Takes effect upon approval with provision that amendments to section 334-59 shall not be repealed when that statute is reenacted on July 1, 2020.
