Requires transportation network drivers and taxicabs operating as motor carriers to obtain commercial motor vehicle insurance with minimum liability coverage of $100,000 per person and $200,000 per accident for bodily injury, and $50,000 for property damage.

Prohibits personal motor vehicle insurance policies issued or renewed after July 1, 2015, from covering taxicabs or motor vehicles used by motor carriers, ensuring commercial activity is covered only under commercial policies.

Requires motor vehicles operated by transportation network drivers to display the TNC company name or identifying mark in a conspicuous location at all times.
