Authorizes the Family Court to issue orders requiring wireless telecommunications service providers to transfer billing authority and phone numbers from a shared wireless plan to a domestic abuse victim.

Allows courts to order wireless providers to remove or release a domestic abuse victim from a shared wireless plan and assign a substitute telephone number.

Requires court orders to be separate documents directed to the wireless service provider and must include the account holder's name, the victim's name, and all telephone numbers to be transferred.

Defines "domestic abuse" according to Hawaii Revised Statutes section 586-1 and "wireless telecommunications service" according to federal regulations (47 CFR 20.3).

Effective date: January 7, 2059.
