Establishes a new section 634 in Hawaii Revised Statutes specifying methods for service by publication when personal service of summons fails despite reasonable attempts.

Permits courts to order service by publication either through a newspaper of general circulation published three times weekly over three consecutive weeks, with the third publication at least 21 days before the return date, or on the Attorney General's website combined with at least one newspaper publication 21 days before the return date.

Defines "general circulation" as a newspaper containing general news distributed within the circuit at least weekly for a minimum of one year as of the first publication date, excluding interruptions due to strikes, natural disasters, or acts of war or terror.

Repeals the previous service by publication provision in section 634-36 that required four successive weekly publications, replacing it with the new consistent publication standards.

Takes effect July 1, 2020.
