Director of transportation shall conduct a feasibility study on establishing a fifth contraflow lane on the ocean side of Farrington Highway in Nanakuli from Kahe Point to Mohihi Street for rush hour use, requiring relocation of the existing railroad.

Study must include cost-benefit analysis, evaluation of intended and unintended effects, comprehensive review of previous West Oahu traffic studies, and examination of alternatives to the fifth lane and railroad relocation.

Study shall analyze affected communities, population density and growth, existing traffic patterns and peak usage, carrying capacity of Farrington Highway and feeder roads, and projected usage if the fifth lane is established.

Director of transportation shall submit report of findings, recommendations, and any proposed legislation to the legislature no later than twenty days prior to the 2016 regular session convening.

Appropriates $500,000 from general revenues for fiscal year 2015-2016 to fund the feasibility study, including costs for necessary consultants and professionals.
