Requires persons arrested and refusing breath, blood, or urine testing to surrender all firearms and ammunition to the chief of police within 48 hours or face disqualification from firearm ownership during the period of refusal.

Mandates firearm permit applicants affirm that neither they nor any family or household member has been diagnosed with a significant behavioral, emotional, or mental disorder impairing safe firearm operation, as defined by the American Psychiatric Association's diagnostic manual.

Requires persons denied permits or subsequently disqualified due to mental health diagnoses to lock, secure, or surrender all firearms and ammunition within 48 hours, with a penalty of $50 per day for noncompliance.

Adds failure to pay child or spousal support as grounds for revocation of firearm permits and licenses.

Exempts law enforcement officers from all firearm restrictions and requirements established in the bill.
