Amends Hawaii Revised Statutes Section 46-15.1(b) to require counties to recognize and issue affordable housing credits to the Department of Hawaiian Home Lands for residential units developed on Hawaiian home lands.

Credits are transferable and issued for each single-family residence, multi-family unit, or other residential unit (whether for sale or rental) developed by DHHL, with eligibility for additional credits based on county ordinances and agreements.

Allows credits to be applied county-wide within the same county to satisfy affordable housing obligations on market-priced residential and non-residential developments, regardless of location, housing type, or construction timeline requirements.

Makes permanent Act 141 (SLH 2009) and Act 98 (SLH 2012) by removing their June 30, 2015 repeal dates and establishing the credit requirements as permanent statute.

Effective June 1, 2050.
